“Does reciting speeches help all sorts of speech problems like lisp or speaking too fast/slow?” 

Improving speaking is all about practice:
Rule #1 - Practice Practice Practice
Rule #2 - Follow rule # 1

Let's assume your goal it giving presentations. Every good speaker I know personally came from Toastmasters. Adults of all levels join Toastmasters to improve,  some are already good speakers and want polish. Or they are scared to death of speaking to an audience.

It is truly about practice; at Toastmasters you have an audience with many experienced speakers, to offer feedback.

How do I prepare for those speeches?  How do I overcome my lisp; or improve speaking too fast or slow?
Follow Rule#1
Excellent ways to practice:
1. Speak in front of a mirror
2. Video yourself
3. Practice while driving
4. While running
5. While Biking
6. Present to other clubs and your peers, for feedback.
All good techniques take time, public speaking effectively can change your life!
